I got the impression that most successful attacks or achieved results where when there was some information passed from somebody. Supposedly that somebody used the tools in their disposition to get the information that the were able, to get, to analyze, to make a suggestion and to pass it to other party.

I don't know exactly; it is probably a package of intelligence information but observation or tracking satellites were probably also used in this. And it's definitely a powerful tool as I can imagine in this situation.

It's more about techniques and methods and general organisation. It could be that both sides have the possibility to use the same tools but one side uses more than the other. One side relies more on other possibilities and other side tries to keep it for the day they really will need it.

In one presentation that I saw recently which is absolutely unrelated to this topic, the final slide was with Bruce Lee phrase, that I try to translate myself to English: "I fear more a man that practiced one strike 10'000 times than the one who practiced 10'000 strikes one time". 

In this case one side tries out already many things, sees the things that can be corrected, improved and so on. Should not write off the other side, they are also learning in their own hard way.

It is important to observe and to make conclusions as well, try to notice the improvements or changes that are being done to be able to consider them as well if they proved to be better in certain situations.
